The Ecuador's capital Quito, has 25% of the HIV cases and is the country’s second most HIV-affected city after Guayaquil. The Mayor of the city of Quito, Mauricio Rodas, signed on 8 December the Paris Declaration on Fast Track in the cities to end the AIDS epidemic. The Mayor Rodas said that "in compliance with the municipal competences on prevention and promotion of health, the Municipality decided to support the fight against HIV/AIDS. The world has reacted properly since the 1980’s and there are very significant advances". With this signature Mayor Rodas committed to reaching the goals of 90% of people with HIV knowing their HIV status, 90% of people who know their status receiving antiretroviral treatment, and 90% of people on treatment having suppressed viral load.

The Paris Declaration adhered to by the Municipality of Quito was also signed, as witnesses, by the Representative of PAHO Ecuador, Dr. Gina Tambini, and Patricia Bracamonte, Strategic Information Adviser, in representation of the UNAIDS Office for Ecuador, Peru and Bolivia.

Alongside the Paris Declaration, the Municipality of Quito and the Kimirina Corporation, an Ecuadorian NGO, signed an agreement for implementation of projects on sexual and reproductive health and HIV prevention. This entails the kickoff of the implementation of the Paris Declaration through concrete Fast Track activities, through joint efforts of the municipal government and Ecuador's civil society.

Dr. Françoise Barré-Sinoussi, Nobel laureate in Medicine and Physiology and an icon in the fight against HIV, was present in the event. Dr Barré-Sinoussi, who is currently in Ecuador on a visit organized by the Kimirina Corporation and the Coalition Plus, was named Illustrious Guest of the City of Quito by Mayor Rodas. Dr. Barré Sinoussi thanked for the recognition and acknowledged the great step taken by the city when signing the Paris Declaration. She committed herself to be alert of the progress of the city of Quito towards the 90 90 90 and HIV prevention goals during the coming years.

Through this compromise Quito is initiating Fast Tracking its HIV response with focus on HIV prevention and integration of HIV into a comprehensive health policy, prioritizing for example youth and sexual and reproductive health, with focus on rights and social inclusion.
