The Report highlights that during 2012 and part of 2013, there were several recommendations from the United Nations Human Rights bodies that expressed concern of the situation of violence and discrimination against transgender people , lesbians, gays and bisexuals in Peru. At the national level Peru lacks a regulatory framework and public policies that effectively protects them, and specifically recognizes them as subject to rights. Some progress has however been documented including approval of various municipal bylaws that prohibit discrimination based on sexual orientation.
The annual report is an effective advocacy tool to raise awareness about daily situation faced by LGTB persons in Peru and encourage actions that protect the human rights of the LGTB persons. A similar study will be undertaken in Bolivia later this year.
